New York
New York is the Medigap outlier: community rating plus year-round guaranteed issue make it the easiest switching environment in the country — and the pricing model changes completely.
| Rule | New York |
|---|---|
| Guaranteed issue | Year-round, all standardized plans |
| Rating model | Community rated (no age/tobacco pricing) |
| Birthday rule | Unneeded — GI is always open |
| Rate review | DFS prior approval |
| Practical edge | Switch carriers/letters anytime; premiums do not rise with age bands |
What community rating does to the math
NY forbids age-banded pricing: a 65-year-old and an 80-year-old in the same county pay the same Medigap premium. Entry rates look high versus attained-age states, but there is no age creep — the exact inversion explained in our pricing-model file.
The switching playbook
Because GI never closes, the normal underwriting trap does not exist in NY — re-shop annually with zero health risk. The cost is a thin carrier bench that includes the local Blues and UHC/AARP.
